Zoning Division

DTMFZA Zoning Division regulates the master planning and construction of all projects under its jurisdiction. Zoning Division develops and implements transparent regulations, in accordance with State and Federal laws and guidelines.

The aim of Zoning Division is to ensure optimal land-use and sustainable, world-class developments that balance economic and social development needs. Zoning Divison provides customer-focused services drawn from best practices locally and internationally, balancing the requirements of all stakeholders.

Zoning Division has two core Departments – ‘Master Planning’ and ‘Development control’:

Master Planning Department

Master Planning department provides the following services:

  • Pre-Master Plan - Land Allocation and Land Transfer.
  • Master Plan Approval - Concept, preliminary, detailed and final master plan.
  • Post-Master Plan - Issuance of Site Plan and Approval of Master Plan Modification.

Development Control Department

Development Control Department provides the following services:

  • Approval of architectural, structural and MEP drawings.
  • General, structural and health, safety and environment inspections during and after construction process.
  • Issues building permits, temporary construction permits, fit-out permits and completion certificates for buildings, piling, shoring, fit-out etc.
  • Surveying services e.g., demarcation, re-demarcation
  • Fit-out services
