Development Control

Development Control Department is part of the Zoning Division of Dubai Technology & Media Free Zone Authority (DTMFZA). DTMFZAs Development Control ensures compliance of construction with the prevailing rules and regulations in adherence with master plan for all projects within its jurisdiction.

Development Control Department’s main task is to regulate and control all the developments in the areas under its jurisdiction. Development Control Department endeavors to provide state of the art services to all its stakeholders in accordance with its established rules, regulations, process and procedures. It provides services to all its customers with complete transparency, total customer satisfaction, process oriented and within agreed time frame. Development control department has the following main sections,

• Architecture
• Structure
• Mechanical Electrical and Plumbing (MEP)
• Health Safety and Environment Operations (HSE)
• Infrastructure
• Fit Out
• Operations and Customer Service
• Post Construction
• Regulation & Compliances.
• Surveying

Development Control Department’s main functions include but not limited to the following:

• Review and approval of architectural, structural and MEP drawings.
• General, structural, health, safety and environment inspections during and after construction process.
• Issues building permits, temporary construction permits, fit-out permits, demolition permits, building modification permits, advertising signboard permit and completion certificates for buildings, piling, shoring, fit-out etc.
• Surveying services such as land demarcation, re-demarcation etc.
• A comprehensive fit out services such as fit out contractors prequalification, review and approval of fit out submittals, issue necessary permits and completion certificates for the same.
• It publishes the regulations, guidelines for each and every disciplines such as Architecture, Structure, MEP, HSE, Fit out and Events.
