DTMFZA Master Planning and Development Control Departments’ Jurisdictions encompasses a significant area of the Emirate of Dubai. There are four categories of projects within their authority. The level of control varies from full on control over the projects to a lesser role in maintaining minimum overseeing powers. Some projects are free zones while others are free hold.
These projects are divided into four categories as follows:
- TECOM Business Parks Projects (excluding Dubai Industrial City)
- Dubai Properties Group Projects
- Knowledge Funds Projects
- Other Free Zones Projects
The renowned projects of Dubai Media and Internet City are part of the first category. These are free zones projects clustered and concentrated on an aspect of technology. For example, media city is the center of related media activities housing well-known world media companies such as CNN, BBC, MBC and others. International Media Production Zone (IMPZ), Dubai International Academic City (DIAC), Energy & Environment Park, Dubai Biotechnology and Research Park and Dubai Studio City Phases 1 & 2 are some of the developments within this categories. DTMFZA Master Planning and Development Control Departments have full control and responsibility for all matters related to urban planning and construction for the projects under this category.
The second category contains internationally well known projects and destinations such as Jumeirah Beach Residence (JBR) and Business Bay. These projects are mostly free hold and range from high-end business centers to tourist destinations and low density residential developments. The Villa project is one example of the low density residential developments. DTMFZA Master Planning and Development Control Departments have full control and responsibility for all matters related to urban planning and construction for the projects under this category.
Knowledge Funds Projects are projects that are related to providing educational services. These projects range from children nursery to the highest rank of education at the university level. DTMFZA Master Planning and Development Control Departments oversee these projects and provide complete technical support over the life cycle of the project.
Some other Free Zones, such as Dubai International Financial Center, are a delegated authority under the jurisdiction of DTMFZA Master Planning and Development Control Departments with full control and responsibility for issues related to urban planning and construction. However, a full collaboration mechanism between the two authorities is in place to smooth the processes of obtaining technical support.
