Education Regulations
The Knowledge & Human Development Authority (KHDA) is responsible for regulating educational services and institutions (e.g., schools, universities and training centers) in Dubai, including Dubai Free Zones. Please visit the KHDA website for all applicable laws, regulations and policies:
Educational service providers and institutions operating in the Free Zone require a commercial license from Dubai Technology and Media Free Zone Authority.
In order to obtain a commercial license, all degree-granting or educational institutions offering credit bearing programs must be granted an educational permit from the concerned external Authority, depending on the license segment:
- Branch School segment require approval from Dubai Knowledge & Human Development Authority (KHDA) and Ministry of Education
- University (UAE licensed) and Career & Technical EducationProvider (UAE licensed) under Higher Education Provider segment require approval from KHDA and UAE Ministry of Higher Education and Scientific Research, Abu Dhabi (MOHE)
- Branch University, Junior College, Distance Learning Centre and Branch Career & Technical Education provider require approval from KHDA
